About the Secret Code.

The PSA Secret Code, also known as the Tic Tac Toe Code, or the Secret Agent Code, was the code the Penguin Secret Agency Agents use to communicate with. This code is most often used in Secret Missions. It also appears elsewhere as an Easter Egg (such as on the Clock Tower).
EPF Agents can use a built-in device in their Spy Gadget to decode messages using this code. According to the Secret Agent Handbook, it is based on the game Tic Tac Toe.

Strategy for Memorizing
