The Gift Shop Manager is a lime green Penguin who manages the Gift Shop. So far, he is only seen in Mission 10, entitled "Waddle Squad".

In Mission #10 he gives you an Employee of the Month award for helping him set up a sale outside of the Gift Shop.
As shown in Mission #10, he is a bad tempered penguin.
He is also very curious.
He is mentioned in the Secret Message left in the Penguin Style catalog.
He may have been the first ever lime green penguin, but this is unknown.
