Rock Legend is a non-existing character in Club Penguin. The only mention of him ever is a picture of him on the wall of the Lighthouse in the Music Jam 08 party. If looked at closely, one can see the words "Rock Legend".
Trivia
The Rock Legend painting is likely a pun on the Rockhopper painting that is there when there isn't a party. (ROCK Legend-ROCKhopper)
