The Arctic Circle was where Herbert P. Bear used to live before he came to Club Penguin Island on an Iceberg to find a "warm place". Seeing as Club Penguin Island is located near Antarctica, the Arctic Circle is over 20,000 kilometers away. Very little is known about it, except that its temperature is generally warmer than that of Club Penguin Island. In real life, the Arctic Circle is located on a latitude of 66½°N.
