The Blue Mail Bag was a free neck item in Club Penguin. It was only available after the July 2008 updates of Penguin Mail (new server selection, new Penguin Mail, etc.). All penguins could have received this item. Only penguins who signed up before the updates got the mailbag. If you joined afterward, you wouldn't get the postcard. It was the first postcard of Penguin Mail.
