The Puffle Whistle is a gadget used in Club Penguin: Elite Penguin Force and its sequel, Club Penguin: Elite Penguin Force: Herbert's Revenge. It is a silver whistle with a blue puffle on the side. It's given to the player by Agent PH after you have learned to train with Blast. It is used to call the seven different Elite Puffles, anywhere in the island by touching the whistle, then touching the puffle you want, and then blowing into the microphone. You can also touch it to make a puffle go away.

During the first few missions, you can only call the puffles who you have already trained with. You get all of them in Mission 9. If a puffle is unavailable, it will be darker than other puffles. You can only call one puffle at a time. To call a puffle, the player has to blow in the DS microphone.

After the Popcorn Explosion in the Ski Village, and the opening of the EPF online is announced, you can use the whistle to call on puffles in the game. However, you need the code from the Herbert's Revenge DS game to activate it and a membership.

It can be used online in Club Penguin to call Flare via the EPF Spy Phone.
