"Old Blue" was never actually used in Club Penguin or Penguin Chat 3. It may have been used in PC2, or 1, but otherwise, it is only there when a glitch happens(CP used to give penguins "Old Blue" if it tried ot lp and never received anything).
Some graphics also have Old Blue, but this isn't intentional. (Everyone makes mistakes, just some people make mistakes less regularly than other people.)
