This is an official policy that guides granting of rights for staff.
At the global level
Global bots
In order to become a global bot:
- The bot must have edited across 2 or more wikis, and have bot flags at these wikis.
- In case a wiki is not covered (inactive bureaucrats) an exception is granted for this wiki.
- If the bot requires administrator privileges, we do not currently grant global admin on your bot. You will need to seek adminship on the wikis individually.
- The exception for historical reasons is for TuxBot.
- The other exception is if the bureaucrats are inactive, then we will grant local adminship on the wiki (but you should be an admin there already).
- If your bot is abused in a editing dispute, the CPWN Staff have the right to remove global bot permissions.
- Remember, having a global bot is serious business. You should ALWAYS have a link to your page (as the owner) or explicitly tell this in the username (e.g. User:TuxBot is owned by User:Tux).

At the wiki level
For obvious reasons we are keeping rights management a lassiez-faire operation for bureaucrats to perform. However, staff reserve the right to remove rights if they feel that local rights are being abused.
However, if a wiki has no bureaucrats, or if they are inactive, the staff will only grant permissions when a unanimous vote declares so (with notice posted and any bureaucrats notified), and looking into the user's history (including voters) and if any bureaucrats have recently logged in. With this policy, the administrator or bureaucrat rights may be granted.
For removal of bureaucrat rights, you should contact a staffer. The same rules as above apply.
