Jeff the Ref

Jeff the Ref is a penguin on Club Penguin: Game Day!. When you ask the captian of your team (depending on the team color) the first question, the captian will mention Jeff the Reff. Jeff is seen at the Town, the Snow Forts, the Dock, the Beach, the Ski Hill and the Ski Villiage.
