The Referee Jersey is a body item in Club Penguin. Members were able to buy this for 300 coins in the Snow and Sports catalog. This item is also in the Series 7 and Series 8 Treasure Books for everyone to unlock. When you wave with only the Referee Jersey on, your penguin would hold a sign saying "GOAL". If you wear a whistle with the Referee Jersey and wave, you'll make a noise.
