The 5th Year Party Hat is an item given at the 5th Anniversary Party. It was confirmed in Issue 259 of the Club Penguin Times. It could be red and green since most party hats are the colours of their predecessor's but inverted and red and green are the colours of the 4th Year Party Hat inverted.
