The Board of Partners vote and discuss on whether or not a blog should be offered a partnership.
Positions
- Scouts go look for good looking blogs, YouTube accounts and Twitter accounts and will suggest them to the council members for voting upon.
- Negotiators propose a deal with the site once the board of council approves the website in being a partner.

All Club Penguin Wiki admins can take the role of both negotiator and scout.
Council
The council votes on whether or not each submitted site should be a partner. The current council members are:

Each vote must have at least a 2/3 majority "yes" in order for it to advance to the negotiation process.
