An .swf ("Shockwave Flash" or "Small Web Format") file is a flash extension file used by the Club Penguin Team when designing rooms, player cards, penguins, games etc. When you open a .swf room, no penguins appear, because it is just a local .swf file. Club Penguin is made with Adobe Flash. All penguins in .swf's are dark black because it is the default color.

When Club Penguin started, the only .swf files were the rooms, the loader and the shell.
There weren't any music .swf files until November or December 2006, because it was bundled with the room .swf files, that's the reason we can't find old music. But they separate into room and music because it loads so slow, but some non-music soundtracks such as water sounds in underwater room or Halloween cinema are part of the room .swf
After the Spanish, French and Portuguese servers came out, the .swf files turned into only Spanish, French and Portuguese. Very few .swf files are in English now.
Every .swf has a frame for each language. If editing a Spanish .swf, the letters would appear in English. When saving, they will appear Spanish. To get the English words, you would have to set the language frames to 1.
Many item .swf files only display half of the item.
